How is google docs legal as far as copywright goes?

I was looking for a ebook of a book that i wanted, copyright is 2004. So I found the whole book, 160pgs of it on google docs.. Isnt that illegal? I mean it must be legal in some weird way but how?? I can just read whole thing on google and never buy it.
